For a moratorium on Inria's transition to full Restricted Regime Zone (ZRR)

Petition proposed by the Inria inter-union group (CFDT Recherche EPST, SNCS-FSU, SNTRS-CGT) open to members of Inria research teams and departments.

Inria plans to move all its centers into full Restricted Regime Zone (ZRR) by September 2026.

We are warning about the serious consequences that this transition would have on our activities, our status, freedom of opinion, and the conditions and quality of our work. Our action is motivated by numerous testimonies and experiences from colleagues who are already suffering from the constraints of their team's transition to ZRR, which give a glimpse of the potential disaster of a complete transition.

The numerous recruitment refusals issued by the Security and Defense Officials (FSD) of the various higher education and research institutions are arbitrary and opaque, as they do not require any justification. Not only does this limit recruitment, but it also creates biases in the criteria for selecting candidates, encouraging the affected teams not to seek to recruit colleagues of nationalities considered “at risk.” Recent cases suggest that, in addition to nationality, simply expressing opinions in a private setting can lead to denial of access to a ZRR. Permanent staff must also renew their access authorization regularly, at least every five years, but also when there is a change in status or a change of team. If the whole of Inria were to become a ZRR, denying someone's access to the ZRR would amount to excluding them from the institute.

The example of laboratories already in ZRRs, particularly the Inria center in Lille, shows that the administrative procedures prior to recruitment or visits are complex, intrusive, and infringe on the privacy of the affected colleagues. They constitute a considerable obstacle to all recruitments. Access restrictions make it difficult, if not impossible, to organize scientific conferences and certain scientific collaborations. Hosting a visiting professor, doctoral student, or intern for a few weeks also requires FSD approval and must be planned several months in advance, with no guarantee of a positive outcome.

The FSD's control over recruitment also leads to control over research topics and international collaborations. In fact, the FSD has already refused to approve the recruitment of doctoral students, probably because of the proposed thesis topic or because of co-supervision with colleagues abroad.

Currently, the ZRR system is already disproportionate. In ZRRs, it is possible to request that all communications (conferences, publications, teaching) be submitted to the FSD for approval, which is contrary to the academic freedoms guaranteed to researchers. This procedure is already in place in some laboratories. Without union intervention, it would have been applied to the Laboratory of Atmospheric Optics (LOA) at the University of Lille. With a complete transition to ZRR, the principles of open science advocated by Inria would therefore become difficult to apply.

Finally, as the SGDSN (Secretariat General for Defense and National Security) itself acknowledges^[1], administrative complexity comes at a cost in terms of human resources. This is why it recommends defining the areas concerned by the creation of a ZRR as precisely as possible. At Inria, the resulting workload will not be absorbed by the support departments, which are not and cannot be scaled to meet the new needs. This will damage the organization's attractiveness, particularly at the international level.

We strongly oppose the complete transition of Inria to ZRR and call on the CEO and Inria's supervisory ministries to impose an immediate moratorium on the implementation of this measure.

This petition is open to all members of Inria teams and departments, whether permanent or non-permanent, paid by the institute or not. It will be sent to the CEO and to the Inria's supervisory ministries.

You may sign publicly or confidentially. If you sign publicly, then your name will be listed below. If you sign confidentially, your name will only be visible to a committee of six people composed of Julien Diaz, Christine Leininger, Gaëtan Leurent, Philippe Merle, David Parsons, and Christian Rossi. This committee will ensure that all signatories are members of Inria teams and departments, that there are no duplicate signatures, and will produce statistics on the number of signatories.

The number of signatories, the list of public signatories, and the profiles of the signatories will be updated at more or less regular intervals.
